The Affordable Care Act (ACA) and Health Insurance
The ACA created a unique new health insurance marketplace that, in Florida, has two portals:
- The first, healthcare.gov, is the national marketplace and offers policies that adhere to the ACA’s statues as well as offering special subsidies/tax incentives to people who are unable to afford ‘standard’ health insurance. Roughly 90% of all Floridians applying for health care in 2014 via Healthcare.gov qualified for at least some level of subsidies.
- The second, Florida Health Choices, is Florida-specific (much smaller), and will begin offering ACA-compliant insurance options as of 2015. However, FHC will not offer the tax incentives available from Healthcare.gov, making it a significantly less-desirable choice for many applicants.

The reason 90% of all Floridians using Healthcare.gov qualified for a subsidy is that by and large, those Floridians who did not qualify (and did not already have qualifying health insurance through an employer, spouse or otherwise) purchased their plans privately; the “old-fashioned” way. Contrary to what some might believe, privately-purchased health insurance is still a widely used option across Florida and throughout the country.
